Economic development of kamsky cluster (Republic Tatarstan) and key factors affecting its logistics and transport infrastructure

Government of the Russian Federation has established a list of innovative regional clusters, which includes Kamsky innovative territorial-production cluster of the Republic of Tatarstan. The clusters included in the list shall be provided with state support in the form of action grants from the Federal budget of the Russian Federation, as well as, in accordance with the decree of the President of Russia, through the integration of development programs of innovative regional clusters into state programs of the Russian Federation.
According to preliminary estimates, by 2020 the projected growth in the commodity output of Kama industrial cluster will be tripled. Therefore, the load on the transport infrastructure of the cluster will also increase. In this regard it was decided to develop optimal transport logistics cluster model covering period to 2030 that will be implemented in two stages. SCM Consult was engaged for the first stage – the analysis of traffic and transport infrastructure of the cluster in order to identify bottlenecks in all modes of transport.
Within the framework of this project transport and logistics cluster model was developed, systematic analysis of the transport infrastructure in different sectors (auto, railway, air, waterways and pipeline) was conducted and the factors influencing the formation and development of the transport system and the key indicators of the effectiveness of its functioning were identified. Also, the forecast data on the traffic was prepared and the analysis of supply chain of key industrial players such as JSC "Nizhnekamskneftekhim", JSC "KAMAZ", JSC "TANECO", petrochemical plants of JSC "TAIF-NK" and JSC "Tatneft" was conducted. Measurements of the intensity of traffic flows were carried out and bottlenecks in transport industries were identified for the future period up to 2030. In addition, an economic-mathematical model was suggested to calculate the efficiency of development of transport and logistics system of the cluster.
As a result of the timely completion of the work the information collected was sufficient for proceeding to the second stage of a more comprehensive project of optimal transport and logistics cluster model development. The customer had been provided with a final report which comprised a full registry of motorways of federal, republican and municipal levels, detailed maps for all types of transport analyzed with denotation of 78 bottlenecks in the transport infrastructure for the period up to 2030 along with the developed preliminary recommendations on their elimination.
